POSITION SUMMARY
The Chief Medical Officer has primary responsibility for the coordination and oversight of all medical care and quality of services provided by Fetter Health Care Network. This position serves as a member of the Executive Management Team, as well as the Clinical department and oversees all clinical policies and procedures ; supervision of Associate Medical Director(s), Providers (physicians, mid-level providers and nursing staff); management of all clinical staff, including the Director of Clinical Services, Laboratory services and the Pharmacy Program; ensures that FHCN patients receive the highest quality of health care while managing the cost effective utilization of clinic resources; and leadership of the organizationâs Continuous Quality Improvement and Patient Center Medical Home programs. As an Internist, the Chief Medical Officer also provides primary care to patients by performing physical assessments, developing health care plans, implementing treatment and evaluating patient outcomes.

ESSENTIAL DUTIES AND RESPONSIBILITIES(Included but not limited to the following);
Strategic Management
- Works with the CEO, the Organizational Leadership team and Staff to develop and communicate the health center's vision/plans for improving the health of the people living in FHCN's service area(s).
- Assures consistency of organizational mission with demonstrated needs/expectations of the medically underserved community by identifying the health care needs of the community and communicating those needs to the staff, such that program initiatives are created that are designed to meet the needs of the community.
- Collaborates in ensuring the viability of the organization through the oversight of provider productivity, development of the annual budget, participation as a member of the Executive Management team and participation in the processes of grant writing and funding opportunities.
- Works closely with the CEO to ensure that all services at FHCN are provided at the standard of care expected within the various professions of clinical practice provided at the health center.
- Provides leadership in communicating with the CEO and the Board of Directors, as requested by the CEO, to ensure that each receives adequate information, reports, and materials to help them fulfill their respective duties.
- Prepares the annual Clinical Performance Plan and provides leadership to ensure that FHCN accomplishes its objectives as identified in the plan.
- Participates as a senior level leader in the development of the health center operating plans and for providing leadership as appropriate toward meeting plans and objectives.
- Engages the health center in activities designed to improve the quality of its services.
- Serves as agency liaison to the area medical community-at-large, including medical schools, community physicians and medical societies; establishes positive relationships with that community and attends local medical society functions.
- Provides support for and contributes to the development of grant applications and other funding requirements.
- Assists with practice acquisition and new site development.
Staff Management
- Provides oversight to the Director of Clinical Quality improvement to ensure the quality programs and initiatives of the organization are met.
- Monitors the quality calendar to ensure that quality standards are in compliance with MCOâs and other governing agencies requests to assist with meeting measures for incentives.
- Ensure that quality indicators are consistently monitored and adjusted to align with organization standards of care.
- Assists and actively participates in the development of clinical staff structure and recruitment processes.
- Hires Provider staff for the health center and ensuring that each Provider is working to meet the Health Center's mission as described by the Board of Directors. Works closely with Human Resources to ensure that all Provider staff are appropriately credentialed and have been granted appropriate privileges.
- Provides oversight of the delivery of medical care by clinical staff through direct supervision and audits; serves as a mentor and manages the resolution of practices related problems of providers and staff.
- Provides professional oversight and supervision for advanced practice nurses, midwives and/or physician assistants through collaborative practice agreements.
- Serves as a resource for consultation and referral for all physicians, mid-level providers and nursing staff.
- Designs formal orientation programs for new providers and conducts annual performance evaluations for all physicians, mid-level providers, dietician, behavioral health professionals and the Director of Clinical Services.
- Works with the Associate Medical Director(s), Providers and Clinical leadership at the Health Center locations to ensure that performance expectations are understood and resources are availabl e to achieve the results. This includes the development of analytical tools designed to improve FHCNâs clinical performance in outpatient care and in managed care.
- Consults and, when possible, participates in training and educating the staff.
- Facilitates medical students/ resident training opportunities.
- Provides guidance and participates in the after hours on-call system.
Operations Management
- Provides leadership for the development, implementation and ongoing review of complete departmental Standard Operating Procedures (SOPs) and clinician/staff responsibilities, including âPrinciples of Practiceâ and clinical guidelines.
- Manages resources to achieve productivity standards as set by the Bureau of Primary Healthcare.
- Provides oversight of utilization and risk management activities, including monitoring service utilization, adherence to corporate compliance plan and attainment of productivity target s.
- Ensures compliance with standards, laws, and regulations as promulgated by regulatory and accrediting organizations such as: HRSA, JCAHO, CLIA, OSHA, State and Federal Governments, etc.
- Actively leads/participates in the clinics CQI, PCMH and Strategic planning teams.
- Utilizes the CQI program to effect changes in policies and procedures to assure quality care is provided to patients.
- Assures utilization of patientsâ bill of rights, patient right to self-determination, privacy and confidentiality are consistently applied in the clinic.
- Assures clinical services meet the program requirements to maintain FQHC status and assists in education for staff to assure understanding of FQHC compliance requirements.
- Participates in all staff, management and Board of Directors meetings as requested or necessary.
- Promotes provider support for adherence with Federal and State compliance requirements for FQHC status, attainment of productivity targets and claim preparation for third party reimbursement.
- Establishes linkage with pharmacy, dental care, and community referral entities, social support resources to improve and expand the scope of serves available through community referrals.
Delivery of Medical Care/Physician Services
- Provides direct patient care to clinic patients as an active member of the medical team.
- Interviews patients to obtain history, performing physical examination, ordering lab and other tests, prescribing medications and treatments.
- Performs a physical exam of each referred patient in accordance within Clinic guidelines.
- Prescribes an appropriate treatment plan for each client in accordance with choices made by the client, unless medically contraindicated.
- Provides information requested by the clinic for its medical records to allow appropriate follow-up of each client through the use of electronic medical re cords systems.
- Ensures that all medical complications are followed according to satisfactory referral processes.
- Serves in rotation for after hour call coverage, performing medical procedures according to privileges issued.
- Provides continuity in managed care for patients with pre-existing long term problems, through inpatient admission processes if necessary.
- Makes referrals for secondary and tertiary care.
- Providing health maintenance visits, evaluating for immunizations, and providing anticipatory guidance and referrals; performing contract and special physical examinations as EPSDT, HeadStart, employment, etc; performing STD (sexually transmitted disease) and family planning screening and education.
POSITION REQUIREMENTS

- Requires visual acuity to perform tasks requiring close vision and ability to adjust focus.
- Required to be able to travel to meetings outside the organizationâs facility, including some out of town travel.
- Required to be able to work evenings and weekends if needed.
WORKING CONDITIONS

- May attend meetings, seminars and speaking engagements locally and out of state.
EDUCATION AND EXPERIENCE
- Medical degree from an accredited institution.
- Current South Carolina Medical License.
- Current DEA License and CPR Certification.
- Board Cert ification in Family or Internal Medicine.
- Valid Driversâ License.
- Must have or be able to obtain admitting privileges to a local hospital.
- Must meet all credentialing requirements for Medicaid, Medicare and insurances.
- Five + years practice in medicine in an outpatient primary care environment.
- Five + years of managerial experience in an in- or out-patient environment.
- Experience in a Federally Qualified Health Center strongly preferred.
